I should clarify a potentially confusing note about this list:
By flying I'm referencing a themeing in the vein of the airship levels of Super Mario Bros. 3 or Super Mario Galaxy.
Whereas sky details a more whimsical Cloud Nine-type setting, with elements along the lines of Lakitus or the wingcap of Super Mario 64

I'm thinking that the 'flying level' could be like the train level of ttyd(which was the fucking best by the way) only on an airship.

What's our hub gonna be like?

Gumbo- an interesting idea that will be tricky to execute without basically stealing the whole mystery story and slapping it on an airship. until we know what the objective of each chapter is it's hard to know how to get there

I was actually thinking more along the lines of a corrupt air ship conducter or something, but mystery should be an element regardless, it wouldn't be unoriginal considering chapter 3 also has mystery. On that note, really every chapter has 'mystery'.

I believe you misunderstood me. In the train chapter, Mario and Co. are involved in many mysterious happenings, similar to Agatha Christie's famous Murder on the Orient Express. They even meet that penguin detective, who I remember being very similar to Hercule Poirot

The gambling area gives me all sorts of ideas. I think it would be the best spot for the mystery novel part of the game (more so than others). Also, it could serve as one of those "lose everything" areas when one of Mario's partners bets everything they have on black or something. "B-but I had a system!"
